Job Description:
Duties: Executes well-defined project analysis, including cost
benefit, functional decomposition, structured analysis, context,
diagrams, entity relationships, workflow mapping, and efficiency studies.
Provides advanced data analysis and expertise to inform health and welfare
projects. Analyzes gaps between product offerings and benefit solutions. Consults
with business and translates business requirements into technical
resources (internal and external) for a complex project or work
stream. Primary Responsibilities: • Project manages processes for documenting project
objectives, client business requirements, and data specifications. • Plans and executes tasks of end-to-end
business/operational processes. • Advises on risk assessment and risk management strategies
for projects. • Plans and coordinates project schedules and assignments
for multiple projects. • Assesses project progress to identify risks to project
quality, timeliness, and/or budget. • Serves as the primary interface between business unit end
users and systems development/applications and programming issues. • Reviews deliverables of the project team’s work to ensure
quality and progress against milestones. • Analyzes current workflows and processes to identify
process improvement opportunities. • Defines success factors for potential solutions. • Mentors junior analysts on project milestones and
deliverables. • Reviews and approves unit test plans and execution. Requirements: Bachelor’s degree (or foreign education
equivalent) in Computer Science, Computer Applications, Engineering,
Information Technology, Information Systems, Mathematics, Physics, or a
closely related field and five (5) years of experience in the job offered or
five (5) years of experience designing, developing, and administering benefits
calculation engines within a health and welfare environment; Or,
alternatively, a Master’s degree (or foreign education equivalent) in Computer
Science, Computer Applications, Engineering, Information Technology,
Information Systems, Mathematics, Physics, or a closely related field and
three (3) years of experience in the job offered or three (3) years of
experience designing, developing, and administering benefits calculation
engines within a health and welfare environment. Candidate must also
possess: Demonstrated Expertise (“DE”) troubleshooting and configuring
advanced benefits, plan administration, and transaction processing to
calculate life events, rates, eligibility, and extracts in Oracle forms, using
Oracle HRMS and advanced benefits E-Business Suite; DE performing Oracle
data mining, impact analysis, and solution validation, using SQL Navigator,
PL/SQL, and advanced Excel; DE writing and executing complex Oracle SQL
queries and statements for embedded logic rules using Fast Formulas within a
benefits calculation engine; and writing Microsoft Access database
queries for automation using VBA; DE analyzing gaps between product
offerings and benefit solutions according to client specifications within a
