This posting covers multiple openings for the position
described. Duties: Leading a team of Business Analysts, will collect and
analyze user requirements using interviews, document analysis, requirement
workshops, surveys, site visits, business process descriptions, use cases,
scenarios, business analysis, tasks and workflow analysis; identify
client organization’s strengths and weaknesses and suggest areas of
improvements; review and edit requirements, specifications, business processes
and recommendations based on proposed solution; analyze problems and
associated solutions, with pro/cons or all solutions and provide
recommendations on approaches which can be taken; develop functional specifications
and system design specifications for client engagements; critically
evaluate information gathered from multiple sources, reconcile conflicts,
decompose high-level information into details, abstracts up from
low-level information to a general understanding, and distinguish user
requests from the underlying true needs and generate reports; proactively
communicate and collaborate with external and internal customers to analyze
information needs and functional requirements and deliver the following
artifacts as needed (Functional Requirements, Use Cases, GUI, Screen and
Interfaces Design); serve as the conduit between the customer community and
(internal and external customers) and the software development team
through which requirements flow; develop and document requirements
specifications according to standard templates; collaborate with developers and
subject matter experts to establish the technical version and analyze
the trade- offs between usability, cost and performance needs; collaborate
with QA team to ensure all aspects of the business requirements are
tested once implementation is finalized; working as part of the deployment
team, will define deployment processes and interface requirements to
current tools (MS TFS / HP Quality Center) and perform the required integration
process; utilize Project Management skills throughout the entire project
lifecycle areas, including Risk Management, Quality Management,
Communication Management, Human Resources Management and Scope Management, to
ensure quality, accuracy, and timely deliveries; utilize SQL/PL skills
to write scripts, analyze data, and to resolve production issues and
associated data problems; work with .net (C#/VB.net), Oracle, PL/SQL Developer,
Toad, and SSRS; and create and produce technology associated presentations
for new and existing client demos, as well as external and internal
training sessions. Requirements: Bachelor of Science degree in Engineering,
Electronics, Telecommunications, Communications, Computer Science,
Technology, or Mathematics (willing to accept foreign education equivalent) as
well as five (5) years experience in Job Offered or five (5) years of
experience performing business and systems analysis within an IT
environment. Or, alternatively, a Master of Science degree in Engineering,
Electronics, Telecommunications, Communications, Computer Science,
Technology, or Mathematics (willing to accept foreign education equivalent) as
well as three (3) years experience in Job Offered or three (3) years of
experience performing business and systems analysis within an IT
environment. Also requires experience with: Demonstrated Expertise (DE) in
business analysis of an online CMS Medicare healthcare Enrollment Gateway, Billing
and Claims system, including configuration of sub-modules: Membership,
Enrollment, Premium Billing, Integration of Modules and EDI authorizations;
DE performing requirement gathering, technical design
specifications and impact and gap analysis of multiple client site installations,
utilizing MS Visio to document the future state diagrams and mappings
required for conversion and migration of legacy systems to an online CMS
Medicare healthcare Enrollment Gateway and Premium Billing/Claims system;
DE creating Workflows, JAD, Storyboarding and Wireframes, BRD, TDD,
SQL & XML queries, UML Artifacts and Testing Artifacts for insurance
product systems in compliance with CMS and HIPAA regulations; and DE analyzing
and managing HIPAA compliant EDI X12 (5010 and 4010) files (834, 837I/P, etc)
