Job Description - Senior Applications Developer (21000A1N) Job Description Senior Applications Developer - ( 21000A1N ) Description A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Secretariat Chief Information Officer (A&F CIO). A&F IT is comprised of 198 employees working on IT systems and applications for 15 various A&F agencies. A&F IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently. One of the key agencies within A&F is the Commonwealth's Human Resources Division (HRD). HRD's mission is to attract, engage, educate, develop and retain a high performing and diverse workforce. Partnering with secretariats and agencies, HRD develops progressive HR policies, guidelines, processes, best practices and HR innovations. A&F IT is hiring a Senior Applications Developer to join its team in the Information Resources Bureau to support HRD's Civil Service and Workers' Compensation applications. The Senior Applications Developer will work under the direction of the Director of Application Systems. This individual will develop, configure and maintain HRD's web and reporting applications. The Senior Applications Developer will not have any direct or indirect reports. The Senior Applications Developer will:

  • Support the Civil Service Commission and Worker's Compensation applications.
  • Incorporate security requirements into design and adhere to Control Policies throughout design, development and testing.
  • Participate in design reviews and identify potential mitigation strategies for technical risks.
  • Develop web-based solutions and web service integrations.
  • Perform intensive data analysis based on business owner requests.
  • Maintain and deliver complete project documentation in clear and comprehensive manner.
  • Assume additional duties and responsibilities as directed by supervisor, as needed. The ideal candidate must have:
    • Solid experience in ASP.NET, C#, SQL Server, XML, .Net Framework with Microsoft IIS in an Azure Windows environment
    • Hands-on experience with working through the full Software Development Life Cycle (SDLC) and Web Application Development
    • Solid experience in data analysis, reporting, and visualization, using business intelligence (BI) tools (Tableau, PowerBI, Qlik Sense or other)
    • Strong experience with analytical and problem-solving skills
    • The ability to review/proof all code to ensure error-free functionality
    • The ability to meet scheduled delivery dates as defined by the manager
    • Experience working with agile/scrum Preferred qualifications include:
      • Minimum of 6 years of software development experience using ASP.Net, C#, IIS and MS SQL Server
      • 5+ years of experience in data analysis, reporting, and visualization
      • Experience writing web applications to predefined UI and coding standards
      • Experience building and consuming RESTful APIs
      • Experience writing data-driven web applications and complex queries
      • Demonstrated experience in debugging tools and testing methodologies
      • The ability to communicate with staff and leadership to understand business needs, technology capabilities and limitations and build consensus This position is assigned to A&F IT Information Resources Bureau, located at One Ashburton Place in Boston, Massachusetts.
