The Director Program Strategy and Management is responsible for, designing and managing complex PSP programs in N&I and ensuring multiple internal and external partners are collaborating and executing effectively to deliver on brand and patient expectations. You--lead and monitor strategic initiatives designed to grow awareness and enrollments into the Patient Support Program to maximize positive patient outcomes for patients prescribed EMD Serono N&I products. You--are responsible for working closely with the Brand team and the Patient Service Programs (PSP) operations teams (internal or outsourced) in delivering innovative, patient-focused services for their Therapeutic Area. This individual is also responsible, for evolving and delivering the right PSP services to meet patients' needs and upholding the PSP mission of putting the patients and their care partners first by delivering an industry leading PSP for their Therapeutic Area. Your Role:--

  • Responsible for managing the ongoing development and optimization of complex, strategic cross-functional projects focused on delivering best-in-class patient support programs and tools in collaboration with the brand and the Head of hub ops (internal or outsourced)
  • Design the plan for PSP service delivery, including level of nursing support, criteria for free goods, copay assistance, and access support services in collaboration with the brand, the Head of hub ops and Head of Shared Services
  • Primary point of contact between PSP hub operations and the brand teams, tasked with alignment of PSP hub activities towards achieving brand objectives
  • This individual will maintain TA alignment and will report into the cross-TA Head of Program Strategy and Management
  • Responsible for Management and communication of the brand strategy and hub operations (internally sourced or outsourced)
  • Works closely with stakeholders to deliver and execute targeted solutions that address mutual strategic priorities and brings value to all parties.
  • Act as single point of contact between EMD Serono Program and/or other patient support services vendors and Field teams, Regulatory, Drug Safety and Information Management
  • Partner with PSP Hub Ops (internal or external), Field Patient Services (FPS), Field Sales, Medical Science Liaisons, Market Access and Customer Solutions, to provide support and information to customers in order to ensure efficient access to therapies
  • Support the analysis of the market in terms of coverage, reimbursement, and access issues, both existing and emerging payer policies, formulary listings, competitive landscape, trends, pricing, contracting strategies, and potential barriers to providers and patient access. Monitor the evolution of the government's impact to PSP services and adapt to conform with guidelines.
  • Partner with market access Corporate Account Director and Access & Reimbursement Manager teams to ensure close collaboration to secure payer coverage and provide coordinated field reimbursement support.
  • Work closely with government affairs, legal, and compliance teams to understand the legislative, policy, legal, and government oversight environment for both current and future impact on current and future products but also to understand the changes that may impact patient support programs.
  • Collaborate with the Shared Services Training Manager to identify and fulfill training need of the PSP
  • Works closely with the Director of Strategy and Ops., PSP Analytics, PSP Data and IT, and BE in analyzing program data/insights to identify opportunities for improvements and efficiencies.
  • Interprets results of data analyses and understands business implications that are important to stakeholders and ensures execution of these into PSP and/or other patient support services vendor(s) operations.
  • Provide education on internal and external program processes to key stakeholders
  • Lead cross functional teams to develop relevant documentation and standard operating procedures related to patient services /program activity in collaboration with the Head of Hub Operations/Outsourced Hub operations, Quality Assurance Leader and the Head of Shared Services
  • Manage Vendor Relationships for the hubs ops (internal and external), verify and process invoicing and ensure timely receiving for vendor management
  • Manages external partner performance against contractual arrangements and to budget in collaboration with the Head of Shared services and the Quality Managers
  • Manage all Patient Access activities related to both internal and external audits in collaboration with the Head of PSP Shared Services and the Quality Manager.
  • Work with Contract Manager and Coordinator to meet Finance expectations associated with the payment of invoices through SAP and the compliance of both Vendor Networks with contractual expectations.
  • In collaboration with PSP Contract Manager oversee and manage the vendor invoicing (invoice receipt, payment approval, and credit adjustments) responsibility for the hub relative to the necessary approvals and management of the successful business operations of the hub.
  • Investigate and handle cases escalated from Program Staff as appropriate
  • Ensure vendor delivery of services to meet Service Level Agreements (SLA's). Tracking and reporting of vendor credits and penalties for SLA's.
  • Strategic management and oversight over PAP and CoPay programs with support from the PSP Contract Manager. Responsible for managing, reviewing, revising and shepherding PAP and CoPay programs through the proper channels and suggest improvements as required. Who You Are: Minimum Qualifications:
    • 8+ years of experience in developing and managing key biopharmaceutical PSP services either directly with a manufacturer or as an outsourced vendor to manufacturers--
    • 5+ years of experience in reimbursement, market access, or advocacy in the biopharmaceutical industry with a detailed understanding of how government programs and commercial payers cover and reimburse for biopharmaceutical products across all relevant settings of care
    • Strong ability to partner with Marketing and Brand teams and deliver the PSP mission in collaboration with business impact
    • Strong knowledge of all legal, regulatory, and compliance requirements for PSPs and general understanding of other key legal and compliance issues for the biopharmaceutical industry--
    • Recent go-to-market experience in launching new products (required).Demonstrated leadership in the industry as an expert in PSPs with strong experience with special pharmacy products--
    • Past experience in to assessing PSP program performance to identify potential gaps and opportunities for program improvement
    • Ability to identify themes and data to make strong recommendations to improve PSP operations and the patient experience.
    • Strong knowledge of the reimbursement environment for biopharmaceutical products across government programs and commercial payers.--
    • Position requires both domestic and international travel (approximately 20% of time). Preferred Qualifications:
      • Masters Degree
      • Previous 1st line people management experience required and 2nd line leadership experience desired.
      • Strong understanding of Neurology products landscape and patient journey--
      • Excellent leadership skills with ability to lead and manage diverse team.
      • Understanding of the need for change and ownership of change efforts. Flexibility in leading through change to deliver on PSP imperatives.
      • Strong interpersonal and relationship-building skills.
      • Ability to collaborate effectively across functions in a complex organization and PSP environment
      • Demonstrated ability to effectively manage cross functional projects on budget and on time.
      • Ability to develop logical cases that effectively influence collaboration, alignment, and execution across all levels of the organization.
      • Strong change-management skills, leadership, and team-building skills.
      • Prior experience managing complex vendor relationships.
      • Ability to apply effective communication techniques, engages in focused dialogue, and demonstrate good listening skills
      • Ability to present to small and large groups and deal with unexpected questions and challenges while presenting
      • Ability to design, analyze and report performance metrics at the indi vidual and department level
