The Massachusetts Department of Mental Health (DMH) and the Tewksbury Hospital is seeking a dynamic administrator for the role of Chief Operating Officer for Mental Health Units (COO). Under the direction of the Area Director, the COO has direct supervision and management responsibility for the Tewksbury Hospital Mental Health Units and will be responsible for the implementation of all clinical programs and activities as well as DMH budget, equipment and supplies. In addition, the COO is responsible for collaborating and planning with the Department of Public Health (DPH) colleagues in overall management of Tewksbury Hospital. The selected candidate provides leadership and direct supervision to the Asst. COO, Director of Social Work, Director of Nursing, Chief of Psychiatry, Director of Quality Management, Director of Psychology, Director of Rehabilitation Services, and Administrative Assistant to the COO. The COO must be able to manage and coordinate multiple and competing priorities, while continuously streamlining operational processes and partners with a variety of staff including senior management, physicians, nursing, operations, support staff and a variety of providers to strengthen the overarching vision and goals of the Mental Health Units and Tewksbury Hospital as a whole.
Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Leads and oversees the planning, direction, coordination, implementation and evaluation of all Mental Health programs, policies and procedures.
  • Serves as the Chair of the MH Senior Leadership Team including supervision of DMH Department heads.
  • Provides clinical and administrative DMH functions as part of the administration on call rotation - 24 hours a day/7 days per week
  • Determines and evaluates departmental performance, resource allocation and utilization to establish and prioritize departmental goals/activities.
  • Supports the Tewksbury Hospital CEO in fostering innovative approaches to quality care for all individuals served with a focus on safety and quality utilizing data, planning and communication.
  • Partners closely with the DMH Area Office and community partners to ensure that inpatient and community care collaborate closely within the continuum of care and that treatment of persons served emphasizes autonomy and return to the community.
  • Works closely with DMH Office of Inpatient Management to establish and implement high quality standards, policies, and evidenced based clinical practices as part of the statewide DMH Inpatient system.
  • Collaborates with DPH Quality Management to maintain compliance with standards of The Joint Commission, Center for Medicare and Medicaid Services (CMS), and other regulatory and oversight agencies.
  • Works in collaboration with Fiscal Operations, Facilities, Human Resources, Staff Development, IT, and Area/Site offices management staff. The COO provides leadership and guidance to all departments to ensure the delivery of high quality, cost effective care.
  • Recognizes priorities of creating and facilitating safe environments for staff and patients and leads initiatives to support these objectives.
  • Understands and manages staffing, hiring and overtime and is able to work with bargaining units and labor management
  • Partners closely and collaboratively with the Human Rights Officer to ensure compliance with applicable regulations and to facilitate an atmosphere that is non coercive and respectful of persons served.
  • Ensures the proper levels of support, education and training are provided to staff on all regulations, policies and procedures, in order to maintain continuous compliance with Department standards. and ensure care and treatment that is trauma informed and person centered.
  • Develops staff through timely feedback and use of appropriate Human Resource policies to foster and facilitate the ability of staff to achieve highest level of professional growth and performance. Preferred Qualifications :
    • Master's degree in human services, business management, business administration, special education, health, or a related field.
    • Licensed as a clinical social worker, registered nurse or psychologist.
    • Demonstrated record of leadership in the operation of innovative service delivery that promotes individual rehabilitation and recovery.
    • Knowledge of Joint Commission standards and CMS Conditions of Participation.
    • Understanding of State financial, operating and bidding regulations.
    • Proven knowledge of the principles and practices of management, including planning, budgeting, organizing, directing, motivating, controlling and decision making.
    • Superior leadership experience, particularly in cultivating high-performing teams, and in developing and maintaining excellent relations with staff, providers, community members and vendors.
    • Ability to manage a diverse workforce including bargaining unit environment; ability to embrace diversity as a strategic advantage.
    • Capacity to recognize the need for proactive change in order to adapt and motivate others including values, strategies, goals and plans in response to changing conditions.
    • Collaborative, values teamwork and integration; Decisive yet supportive of delegated decisions.
    • Approachable and open to staff input.

      About the Tewksbury Hospital:
      Located at 365 East Street, the Tewksbury Hospital is managed and run by the Department of Public Health. The total hospital capacity is 370 beds which includes 7 medical units providing a broad range of medical and specialized rehabilitation services for persons with behavioral management and specialized medical management needs; and 5 Mental Health Units operated by DMH providing inpatient psychiatric continuing care services operated. The Department of Mental Health manages and staffs 133 beds and is integrated into overall hospital operations with DPH. Tewksbury Hospital Mental Health Units admits patients from acute care psychiatric hospitals, other DMH continuing care hospitals, and from the courts and corrections facilities for evaluations.-- DMH Vision and Mission: The Department of Mental Health, as the State Mental Health Authority, assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities.
