Job Description:
The mission of the Center for Health Information and Analysis
(CHIA) is to monitor the Massachusetts health care system and to
provide reliable information and meaningful analysis for those
seeking to improve health care quality, affordability, access, and
outcomes. CHIA also acts as a principal repository for health care
data collected by the state and is responsible for the
Massachusetts All Payer Claims Database (APCD).CHIA's Research Unit
is seeking a Manager/Researcher to lead and manage the team's
growing research projects. The Manager will work closely with the
research team and other colleagues at CHIA, external researchers,
and stakeholders. They will support the development of practical
and optimal strategies to expand and enhance CHIA's capacity to
address ongoing and emerging health care information and data gaps,
particularly with regard to health care coverage and affordability,
behavioral health, health care utilization, health care equity and
social determinants of health. The Manager may also be responsible
for managing approximately 1-2 analysts/researchers. The Manager
will provide project management support, content expertise, and
technical oversight to the team's ongoing projects and new
initiatives.Duties include:
- Create and manage work plans that reflect the tasks,
timeframes, and processes required to successfully complete
projects,
- Lead the design and production of in-depth research and
statistical analysis on focused topical areas using new and
existing data assets at CHIA,
- Collaborate with team members to develop analytical plans
appropriate for each project as assigned,
- Provide guidance and support to analysts/researchers to produce
high quality deliverables and optimize programming to produce
statistical output efficiently,
- Interpret data and produce clear and comprehensive written
analyses, graphics, tables, and presentations for distribution to
diverse internal and external audiences,
- Review written work products including analyses, briefs, and
reports and recommend revisions or changes to format, content, or
style,
- Lead quality assurance processes to ensure that reported data
is reliable and accurate,
- Represent CHIA in stakeholder meetings, training sessions,
multi-agency meetings, vendor engagement and/or workgroups as
assigned and produce high level summaries and/or presentations to
relevant business units and senior managers at CHIA,
- Other duties as assigned. CHIA will be offering a hybrid work
environment. When CHIA resumes in-person work, this position will
be based out of CHIA's office in downtown Boston and is eligible
for telework 3x/week.Qualifications:
- Advanced degree in social sciences, public policy, public
health, or quantitative field required; experience in health
services research, epidemiology, program evaluation or related
field strongly preferred.
- At least three years of full-time, or equivalent part-time,
professional administrative or managerial experience, the major
duties of which involved project coordination, administration and
management.
- Knowledge of and experience with health care data and research
processes.
- Excellent written and verbal communication skills.
- Demonstrated experience in successfully drafting reports and/or
manuscripts for review and publication; and in providing critical
review of report drafts and/or manuscripts.
- Experience with survey data processing, analysis and reporting
and/or case mix, claims data analysis strongly preferred.
- Experience with statistical programs such as SAS, Stata, R,
SQL, and visualization programs such as Tableau a plus.
- Ability to motivate teams and improve the quality,
effectiveness, and efficiency of activities.
- Knowledge of the Massachusetts health care system a plus.Total

full-time salary range for this position is $90,000-$100,000
