Job Description:
An independent state agency, the Center for Health Information
and Analysis' (CHIA) mission is to be the agency of record for
Massachusetts health care information, to responsibly steward
sensitive and confidential data, and to objectively report reliable
and meaningful information about the quality, affordability,
utilization, access, and outcomes of the Massachusetts health care
system.CHIA's Health Informatics & Reporting (HIR) unit is seeking
an Associate Manager to help lead the team's growing portfolio of
analytic projects and policy initiatives. The Associate Manager
will specialize in developing analytic methodologies to explore
research and policy questions, with a specific focus on leveraging
the newly enhanced Massachusetts All-Payer Claims Database to
provide insight into health care spending and utilization trends.
In this role, the Associate Manager will also engage with internal
and external stakeholders and oversee the development and
publication of analytic products. The Center's staff is currently
working remotely, but will transition to a hybrid work model in
2022. At that time, all staff will be expected to work in the
Center's office at 501 Boylston Street, Boston, on at least two
designated days per week. The salary range for this position is
$80,000 - $90,000.Specifically the Associate Manager will provide
project management support, content expertise, and technical
oversight to the HIR team. Specifically, the Associate Manager
will: Support the development and implementation of analyses using
CHIA and external data sources, with a particular focus on the
newly enhanced Massachusetts All Payer Claims Database; Create and
manage work plans that reflect the tasks, timeframes, and processes
required to successfully complete projects; Manage project teams to
design, plan, and produce analytic products using CHIA and other
data assets; Advance best practices in documentation, data quality
assurance, and data management; Support ongoing development and
implementation of the HIR Unit's operational processes and
procedures and provide management support to ensure team members
adhere to the policies and procedures; Provide guidance, mentoring,
and training to HIR team members; Lead peer review of analyses and
reports produced by CHIA staff; Interpret data and produce clear
and comprehensive written analyses, graphics, tables, and
presentations for distribution to diverse internal and external
groups; Provide subject matter expertise to support the
development, implementation, and evaluation of projects; Support
the development and implementation of CHIA's Analytic Agenda;
Monitor emerging topics and news in health policy, connecting
relevant information to projects; Represent CHIA in stakeholder
meetings, training sessions, multi-agency meetings, and/or
workgroups as assigned and produce high level summaries and/or
presentations to relevant business units and senior managers at
CHIA. Qualifications Bachelor's degree in social sciences, public
policy, public health, or quantitative field; Minimum four years of
overall professional experience. At least three years of
demonstrated experience working with APCD claims data to inform
policy questions; Strong data management skills including the use
of tools to query, manipulate, organize, and analyze different data
sets; Excellent communication skills, including the ability to
write and speak effectively and persuasively to explain complex and
technical issues clearly and concisely; Demonstrated ability to
develop new analytic projects that inform external stakeholders on
key research and policy domains; Experience developing data
specifications and quality assurance protocols for analytic
workflows Ability to manage workload to simultaneously advance
several projects with overlapping/competing deadlines; Ability to
work independently and collaboratively with staff of other units
within CHIA; Ability to supervise the work of others; Ability to
synthesize and interpret complex information and concepts
logically; Proficiency in Microsoft Office, especially Word, Excel,
PowerPoint Familiarity with data visualization and other business
intelligence tools (Tableau, Power BI, etc.) Total Compensation:As
