Job Summary:
As a Manager, Property - Compliance, you will contribute to a
fast-paced innovative team and work closely with Property and
Logistics functional management, Defense Contract Management Agency
(DCMA), suppliers, contracts and other functions that support the
Raytheon Missiles & Defense (RMD) property system. The ideal
candidate will be a strong leader with the ability to effectively
collaborate with these functions to develop and implement
organizational goals, influence system solutions, facilitate
forward thinking initiatives to include streamlining and
integrating processes, and incorporate best-in-class reliable
solutions for customer and enterprise requirements.

Responsibilities to Anticipate:
Lead multiple property compliance and process improvement
initiatives,
Develop and manage key property strategies aligned with goals of
the business and property organization.
Communications with DCMA and customers (both internal and external)
to shape proactive relationships that will allow property to comply
with all regulations and company policies.
Integrate a culture of improvement and efficiency into the property
organization driving innovative solutions and affordability.
Lead cross functional teams including programs and Business Units
(BU's) to maintain and meet organizational goals and
objectives.
Support leadership reviews, including Gate, contracts, and
procedure reviews, metrics analysis and other property-related
activities.
Develop and oversee management of property corrective actions plans
from DCMA, customer and internal audits.
Identify, lead and implement continuous improvement opportunities
using CORE.
Provide property management guidance, interpretation, and technical
direction of both internal and external requirements, including FAR
and company policies.
Qualifications You Must Have:
Typically requires a Bachelors' degree and minimum 8 years prior
relevant experience or related field OR Master's Degree: MBA or MS
and minimum 5 years experience OR In absence of a degree, 12 years
of relevant experience is required
Experience in government property and Federal Acquisition
Regulations (FAR) compliance areas including interpreting and
implementing FAR and DFAR contract property requirements
National Property Management Association, CPPS certification or
able to obtain certification within 2 years of employment
Qualifications We Value:
Working knowledge of SAP (APEX, PRISM) and Property systems (i.e.,
UPS)
Knowledge of database architecture and management
Leadership experience and team management, ideally in a fast-paced
matrix environment
Experience encompassing a strong working knowledge of Logistics and
Property Management theory as well as experience in the Logistics,
Property, Operations, Supply Chain or Program functions
Excellent communication skills, both oral and written
Responding quickly to shifting priorities, rapid customer requests
and holding others accountable to their commitments
Desired candidate will exhibit the ability to effectively
communicate with internal and external customers related to
property activities
Skilled in team building, conflict resolution and relationship
management to create an effective partnering environment that
includes credibility, respect and trust
Adapt quickly to changing situations and urgent requests to ensure
that business needs are met
Ability to build and maintain effective relationships based on
mutual respect with peers, customers and team members
Well-developed communication skills, both oral and written, to
ensure effective collaboration with Property, Logistics,
Procurement, Production Control, Contracts, Programs and the
Defense Contract Management Agency (DCMA)
Self-Starter who requires minimal supervision, as well as the
ability to manage priorities
Requires advanced to expert knowledge of work area typically
obtained through advanced education combined with experience.
May have broad knowledge of project management. Requires
substantial knowledge of RTX projects, programs or systems in order
to provide enhancements within job area.
