Under the direction of the Manager/Senior Manager, the Health Care Analyst II will participate in the development, program management, implementation and dissemination of new and/or existing evaluation and management reporting projects related to quality metrics, utilization, and clinical outcomes for all lines of business at Tufts Health Plan. The Health Care Analyst II will support the Provider Quality Performance department with primary focus on quality measurement initiatives through measurement, management and evaluation including statistical analyses by using SAS, SQL, Tableau, ACCESS, and other database management and data analysis tools; and interpreting/presenting findings to program teams and departmental managers.Job DescriptionKEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS* (in order of importance)Develop comprehensive project management and analytic plans for the development, enhancement, and implementation of evaluation activities to address specific business management and outcomes objectives related to health services utilization, provider performance and clinical quality improvement across Tufts Health Plan's products and/or for individual product lines and accounts. This includes but is not limited to:

  • Create annual project plans and timelines for HEDIS and other quality measurement activities.
  • Track project milestones and collect and analyze process improvements efforts.
  • Identify appropriate resources, data sources and collection methods for quality projects.
  • Select software and vendor tools and define the appropriate technical and analytic approach required.
  • Develop methods for consistency and provide validity checking to ensure accurate data selection and appropriate application development.
  • Determine the most appropriate approach for presenting results, specific to the relevant audience.Conduct health data analyses using primary and/or administrative data sources to meet project-specific objectives. This includes but is not limited to:
    • Query the claims data warehouses. Write programming for data manipulation and analysis.
    • Run existing algorithms on updated population data as needed.
    • Consult with appropriate Tufts Health Plan staff and managers to refine research questions and analytic approaches.
    • Integrate information from multiple sources (i.e.: project-specific results, division reports, other project findings, and current business initiatives).
    • Make recommendations for business actions and future analyses.
    • Produce project-specific documentation to reflect analytic methods used, key decision points, and caveats.Develop interim and final oral and written presentations tailored to specific audience/reader needs. This includes but is not limited to:
      • Prepare graphic and tabular summaries of findings.
      • Write reports in memo, executive summary, business, and scientific report formats, as appropriate to the specific project and audience.
      • Prepare and conduct oral presentations of findings to project work groupsParticipate in departmental teams and meetings as required.RequirementsEDUCATION: (Minimum educations & certifications required)
        • Master's degree or BA/BS degree with 3+ years analytical work experience required.EXPERIENCE: (Years of experience)
          • Experience focused in healthcare through: either working in an analytic and data management environment in a health care setting for 3 years or working in a public health setting for 3 years with only 1-year analytical experience.SKILL REQUIREMENTS: (Include interpersonal skills)
            • Demonstrated proficiency in the use of computers, spreadsheet applications, project management, statistical software packages (SAS, Tableau, SQL, ACCESS)- SAS is required.
            • Must be able to work independently and in small work groups; with staff members and managers having similar or disparate interests and/or priorities.
            • Demonstrated project planning, oral and written communication and presentation skills are essential.
            • Must have the ability to exercise critical thinking and logical reasoning, to understand and convey the conceptual framework underlying health service reporting, including the rationale for your analysis, approach, and chosen source data; clear explanations of any data excluded from analyses; and benefits and drawbacks of specific analyses conducted. Requires ability to interpret and apply information from multiple sources in responding to business questions. Needs to seek input and negotiate consensus from appropriate Tufts Health Plan staff and managers, both within and external to the departments.What we build together changes our customer's health for the better.
