Job Title Project and Program Manager Location Boston, MA Duration Till 12 Month with possible extension POSITION SUMMARY The Project and Program Manager is responsible for management of technical projects. This role will lead the evolution of highly-visible, complex agency projects from scoping through delivery, working closely with agency leads, as well as IT managers, project leads, applications, infrastructure, and telecomnetwork, to drive project and program planning and execution of complex enterprise software development projects. RESPONSIBILITIESEXPERIENCEQUALIFICATIONS The Project and Program Manager is responsible for ensuring projects are well-planned, executed efficiently, and delivered with high quality. The project manager will work across multiple projects and facilitate activities of cross- functional teams to ensure that pre-determined specifications, timelines, and objectives are met. This role will work closely with the agency and technical team to plan out and accomplish fiscal year milestones, and is responsible for reporting Project status to the Director - PMO, Project leads, Senior IT, and Agency leads, including the articulation of impediments, risk analysis, risk mitigations, timeline and budget impacts. This role will collaborate in the application and continuous improvement of project management for all projects, and will employ appropriate and consistent project management processes, methods, and tools according to the projectrsquos requirements. Primary Responsibilities Perform hands-on project management, including Coordinating the efforts of resources required to successfully implement project goals and objectives within the prescribed timeframe and budget, escalating when timeline andor budget deviations are identified. Identifying significant risks and definingdriving resolution plans presenting solutions as a hands-on analyst, including the articulation of impediments, risk analysis, risk mitigations, schedule, and budget impacts. Proactively resolving routine and moderate scope issues, exercising judgement within defined procedures and practices to determine appropriate action, and collaborating with the project team and other departments to resolve issues which affect the project execution. Managing and maintaining project information, including feature definition and scope. Facilitating regular project reviews (including scrum sessions) participating in individual scrum planning meetings as needed. Managing cross-team dependencies, coordinating cross-team initiatives and identify blocking issues. Driving information capturing and sharing, and disseminating best practices across IT providing clear project communication to stakeholders across all levels, departments, and SKILL SETS Ensuring accurate, thorough project documentation. Assist with the development and distribution of reports and project documents defining project progress, issues, and solutions including but not limited to project plan, communication plan, risk register, project timeline, and high-level executive summary. Supporting and contributing to the development of the IT PMO, including providing input and feedback related to IT staffing, allocation, and tracking, and leveraging previous experience to understand the current environment and to challengeexpose areas of opportunity. Assist in any necessary transition of project management duties. DPU ndash Transportation Network Division (TNC) Project Work closely with the TNC project team, the IT technical leads, the developer and infrastructure vendors, and key stakeholders to ensure successful completion of the new phase(s) of the TNC project. Provide guidance to the TNC project team for development of a prioritized roadmap with fiscal year goals. Work with the TNC project team to develop the detailed project workplan, including review of current process improvement opportunities, work breakdown structure, weekly development schedule, and key metrics and deliverables. Perform high-level project tracking, and reporting delivering metrics across DPU and IT. Manage and develop the project tracker and development workflow, including management of backlogpending tickets. Lead regularweekly meetings with the project team, as necessary, including development sprints. Manage release planning and scheduling. Work closely with the Business Analyst to plan and develop critical project and program documentation related to the application and related processesworkflow. Coordinate participation from the TNC project team, developers, and other project reviewers as required during the engagement, and facilitate scheduling. Coordinate review of the Deliverables and sign off of an acceptance form to signify acceptance for each accepted Deliverable. Serve as the primary point of contact for any issuesoutagesincidents that arise related to the application, including completing triage, managing communication, identifying key resources and managing troubleshooting through to resolution. Manage projects for DPU outside of the TNC division, as assigned. Qualifications 5 years of relevant hands-on experience in IT Project Management 1 years of relevant experience in Program Management Once selected, candidate must submit to and pass a CORI background check by DCJIS Experience managing software design and development in a test-driven environment Strong working knowledge of software development, Waterfall and Agile (Scrum, Kanban) methodologies Experience working on multiple projects with time sensitive deadlines Must be able to communicate with non-technical (business) and technical (development team) audiences Certified Scrum Master is preferred Experience with Jira is preferred. Experience with smartsheet andor Power BI is a plus. Government experience is preferred but not required Desired Skills Must have exceptional verbal and written communication skills, and be an effective communicator. Comfort working in a fluid environment where visions and requirements may change Must be highly organized Must be able to work independently, or direct technical staff with a collaborative, hands-on approach.
