The HCVP Systems and Project Coordinator provides technical
support to Division of Rental Assistance staff and the nine
Regional Administering Agencies (RAA) subcontracted to administer
approximately 22,000 federally funded Section 8 vouchers throughout
the Commonwealth. Technical support pertains to the DHCD procured
software, Tenmast, an MRI product that all Regional Administering
Agencies are required to use. Support provision will take many
forms including but not limited to one-on-one guidance, large and
small group trainings, and written procedure documentation. This
position will play a pivotal role in supporting the rollout of new
applications while supporting DHCD and the Regional Administering
Agencies' staff throughout the process. Similarly, this position
will address all discrepancies identified in the software during
audit control checks and information learned from colleagues. This
position must acquire and maintain a comprehensive understanding of
DHCD's rental assistance programs as to understand the demands
required of the software. The HCVP Systems and Project Coordinator
will work closely with Division of Rental Assistance staff, MRI
employees, and RAA staff.
DUTIES AND RESPONSIBILITIES (these duties are a general summary
and not all inclusive):
- Support the division in maintaining a DHCD-procured software
used by subcontracting agencies.
- Provide technical support for information systems used by
division staff and the Regional Administering Agencies.
- Identify concerns related to the software through reports,
audits, and collaboration with colleagues. Work directly with the
Data and Systems Analyst to obtain reports and data elements
necessary for identifying concerns. Gain a strong understanding of
the identified concerns, and determine and recommend to supervisor
necessary course(s) of corrective action.
- Work directly with the Performance and Compliance Analyst to
address compliance and/or performance concerns specifically related
to the software. This may require close collaboration with the
Performance and Compliance Analyst.
- Provide technical support when updating website information
used for Rental Assistance programs.
- Stay informed and knowledgeable about U.S. Department of
Housing and Urban Development (HUD) data standards and requirements
for rental assistance programs and make recommendations for
enhancements or changes in software or data collection in order to
continue to meet federal reporting requirements.
- Ensure the division's information technology meets HUD systems'
requirements for compliance in the Section 8 Public and Indian
Housing Information Center (PIC) and related reporting systems
including federal or state programs.
- Support Division of Rental Assistance staff to use the software
to monitor performance, implement initiatives, and advance the

GIS Mapping (ArcGIS), and Business Intelligence Tools (Microsoft
Power BI, Tableau, etc.), statistical analysis software (Stata,
- Knowledge of HUD systems including Public and Indian Housing
Information Center (PIC), Real Estate Assessment Center (REAC),
Enterprise Income Verification (EIV), and/or voucher management
software (especially WinTen2 ) preferred.
- Extensive experience with Microsoft Office application:
Microsoft Word, Excel, PowerPoint, MS Teams and Outlook.
- Experience with housing and/or rental assistance programs.
- Strong analytical capabilities and demonstrated experience with
data analysis and presenting of findings.
- Exceptional organizational and time management skills.
- Ability to exercise sound independent judgment and maintain
harmonious working relationships.
- Ability to communicate clearly and effectively both orally and
in writing, with attention to detail and thoroughness for program
evaluation and follow-up.
- Ability to take initiative, work independently with minimal
supervision, and work collaboratively in a team setting.
- Ability to provide guidance to diverse groups and elicit
support and cooperation.
