GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES The Marine GIS / Mapping Specialist provides spatial data development, management, analysis, and mapping for the Massachusetts Office of Coastal Zone Management's (CZM) work on coastal and marine-based planning, science, and management. The position's responsibilities generally include collecting, compiling, and correlating Geographic Information System (GIS) data; performing spatial and statistical analysis; cartography; and web mapping. The position supports a multi-disciplinary team with data acquisition, processing, analysis, management, and delivery for the Massachusetts Ocean Management Plan, CZM's seafloor mapping and characterization program, planning/siting for offshore wind and other marine uses and activities, and the regional ocean planning initiatives. The position also provides significant GIS and data assistance to other CZM program areas, such as ports and harbor planning, StormSmart Coasts, and coastal public access. Creates engaging maps for a variety of audiences in both traditional and online formats. Ensures integrity of data; creates metadata and documentation. Significant opportunity to act independently within broad program goals. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Support multi-disciplinary team with data acquisition, processing, analysis, management, and delivery for the Massachusetts Ocean Management Plan as well as other regional ocean planning initiatives: * Compile existing and develop new datasets to directly support ocean management objectives. * Use GIS, statistics, programming, and database development to perform advanced statistical and spatial analyses. * Maintain geodatabases of spatial data, create and/or update metadata as necessary. * Create maps for display and reports. 2. Assist with CZM's seafloor mapping program for coastal and ocean waters with high-resolution digital geophysical data (e.g., bathymetry, surficial geology, interpreted physiographic zones, and sub-bottom geology) to create derived data products. * Utilizes the Coastal and Marine Ecological Standards (CMECS) mapping framework to create maps of marine features, sediment, and biomes * Use existing geophysical data to create potential habitat maps using a variety of biotic and abiotic data. 3. Support CZM and EEA on the planning/siting for offshore wind and other marine uses and activities in state and adjacent federal waters including offshore wind siting and leasing process for areas on the Outer Continental Shelf (OCS) and the regional ocean planning initiatives. * Compile existing and develop new datasets for ocean management. * Manage contractors developing or synthesizing datasets on behalf of the Commonwealth. * Use GIS expertise to perform spatial analyses. Maintain geodatabases of spatial data and create and/or update metadata as necessary, including quality control and assurance, integration, and distribution. * Gather, process, and develop raster surfaces for modeling and analysis. * Create paper, web maps, and reports. 4. Provide general GIS and data assistance including database design and coding to other CZM programs on an as-needed basis and upgrade mapping/data-related pages on CZM's website. * Compile, develop, analyze, and maintain spatial data. * Assist with web development for mapping/data-related pages on CZM's website. Tasks include developing ArcGIS Online topic-specific tools and transition existing web mapping into next generation technologies such as ArcGIS Experience Builder. * Develop GIS applications using Python or other scripting languages. * Develop and maintain data and mapping applications for Coast Guide Online. Respond to constituent questions and quickly address and resolve boundary questions as needed. 5. Work with GIS/Data Manager to continue MORIS (Massachusetts Ocean Resource Information System) development and maintenance. * Work with contractors and MassGIS on continued MORIS development. * Continue quality control and maintenance of existing data layers. * Create and/or harvest new data for inclusion in MORIS. * Create and/or update metadata as necessary. Tasks may include working with tools to improve metadata discoverability and convert to other metadata formats such as ISO. 6. Other duties as assigned, including teamwork and cooperation with CZM staff, management, and other agencies on joint projects willingly accepting appropriate share of workload. Comply with established policies, accept changes, and work to ensure that both the letter and spirit of requirements are carried out. Manage time effectively, keep supervisors informed, and support policies and practices of CZM/EEA. QUALIFICATIONS REQUIRED AT HIRE * Advanced expertise in the use of Geographic Information Systems (Esri ArcGIS Pro and extensions, ArcGIS Online, geodatabases, etc.) * Perform tasks associated with managing users and content related to the ESRI Portal and ArcGIS Online platforms including publishing data and building web map applications. * Proficiency with front end design languages such as HTML, CSS, JavaScript and various mapping languages. * Working knowledge of relevant scripting and programming languages (e.g. Python, R, Arcade). * Working knowledge of non-Esri tools and data formats (e.g., KML, GeoJSON, netCDF, OpenLayers, QGIS) * Excellent cartography skills and experience creating standardized cartographic and spatial data visualization products for static and dynamic (Internet-based) map applications. * Experience in designing and maintaining spatial and relational databases to meet organizational needs. * Well versed in geospatial sciences best practices and an ability to adapt them to meet CZM program areas. * Strong team player who can build relationships and work collaboratively across the organization and with program partners. * Ability to incorporate diversity, equity, inclusion, and justice considerations into programmatic work and GIS analyses. * Knowledge of current trends and practices in environmental science, coastal resilience, coastal protection. * Experience synthesizing, interpreting, and communicating scientific information both in writing and verbally. * Attention to detail. * Aptitude for managing and prioritizing tasks from multiple sources and meeting deadline while delivering quality results. * Ability to work independently and as part of a team First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.** III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
