Mabbett & Associates, Inc. (Mabbett), an award-winning and industry-leading environmental, health and safety, and engineering consulting firm, is seeking a full-time biologist/ecologist/wetland specialist to support environmental planning and compliance with the National Environmental Policy Act (NEPA). The candidate must have experience leading or self-performing surveys for wetlands and biological resources, including federal- and state-listed species, as well as 404/401 permitting, interaction with Conservation Commissions, and USFWS Section 7 consultations. Experience with NEPA is desired, but not required. Key ResponsibilitiesThis position will require collaboration with multi-disciplinary project teams, preparation of work plans for natural resource surveys, execution of surveys for wetlands and federal- and state-listed species and their habitats, preparation of permits for wetland impacts and consultation reports for biological resource impacts. The work may involve travel throughout New England and the mid-Atlantic performing wetland and biological resource surveys. Additional responsibilities include:Provide environmental reviews, project scope alternative development, field investigation, planning, specifications, cost estimating, problem and conflict resolution, and scheduling. Conduct environmental troubleshooting and/or consultations, provide technical and project advice and guidance to clients. Conduct comprehensive technical reviews of professional studies, reports, and analysis. Collaborate with managers, engineers/architects, construction project managers, legal staff, contract specialists and or contractor personnel, and provide advice and insight on the resolution of unique and/or complex environmental problems. Provide technical reviews; review comments for environmental studies and reports. Provide technical assistance and support to attain and maintain compliance with all federal, state and local environmental regulations pertaining to wetlands and regulated habitats and species. Prepare environmental scopes of work and/or design documents for A/E services. Provide expert in-house assessments of project impacts, best management practices, typical and creative mitigation measures, and required studies and costs necessary to conduct consultation/coordination/permitting requirements, studies and timelines for final project implementation. Support NEPA-compliant documents and correspondence with regulatory and resource agencies and interested parties, including significant e-mails and summaries of meetings and significant phone calls. Regular verbal and written updates of project status will be a routine aspect of coordinating all assigned tasks. Short-term project travel primarily east of the Mississippi River will be required. RequirementsWetland delineation expertise in the Northeast and mid-Atlantic regions. Biological survey expertise in the Northeast and mid-Atlantic regions. USACE wetland permitting experience, including 404/401, Notices of Intent, and representing clients at local Conservation Commission meetings. Experience completing USFWS IPaC and state species database searches and preparing USFWS Section 7 consultations and Biological Assessments leading to a Biological Opinion. Knowledge of Federal, State, and local laws and regulations related to land use, planning, permitting, and environmental protection. Must possess excellent skills in quantitative and qualitative analysis, professional writing, interpersonal communication and organizational skills. Working knowledge of land use permitting processes, environmental review, and local agency policies and procedures related to planning and development with ability for interdisciplinary collaboration and synthesizing information for the full range of environmental factors affected by project impacts. Ability to manage multiple projects and tasks within deadlines in a dynamic working environment. Must possess a valid driver's license and able to successfully pass a pre-employment background check and a drug screen, to include cannabis. Must be able to obtain, as a minimum, OMB Position of Public Trust and Federal Protective Services Favorable designations. Other clearance requirements for access to Federal facilities may be necessary and will be addressed on a case-by-case basis. In addition, due to the nature of our work, the clients that we serve, and the setting for certain on-site assignments, the candidate selected for this position must be fully vaccinated for the COVID-19 virus prior to beginning employment except in situations where a medical or religious accommodation is requested and granted by the firm. Base LocationThis position is based out of our corporate office in Stoneham, Massachusetts. However, alternate work locations may also be considered, including Mabbett's North Smithfield, RI and Alexandria, Virginia offices.
