The Executive Office of Housing and Livable Communities (EOHLC) is seeking six (6) Emergency Response Housing Coordinators in the Division of Housing Stabilization!

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

OVERVIEW OF ROLE (NOT ALL INCLUSIVE):

The Division of Housing Stabilization (DHS) Emergency Response Housing Coordinator assists shelter providers (private non-profit agencies) across the Commonwealth and other related contracted agencies. This position is a vital role within the EOHLC's sheltering system, responding to the evolving needs of the Division, coordinating the implementation of new initiatives and special projects designed to support persons experiencing homelessness.

The Emergency Response Housing Coordinator is responsible for program implementation, providing program and service support through training and technical assistance directly to a variety of stakeholders within the Commonwealth's homeless response system. The incumbent monitors measurements of success with all special initiatives and provides best practices for performance improvement, to foster a homeless response system that treats persons with dignity and is built on the belief that homelessness should be rare, brief, and non-recurring.

This position supports the 2 (two) Director of Expansion with all activities as assigned to creatively respond to the evolving needs of the Division and homeless response system with the goal of expanding shelter and service delivery, to build a most effective response to homelessness.

This position covers Southeast MA region. You may be required to float to other regions upon request.

Frequent travel will be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1) Vendor/Provider Guidance:

--- Works with vendors to provide effective strategies to provide safe shelter and supportive service delivery for persons experiencing homelessness.

--- Ensures that contracted shelter providers are active participants in the implementation of any new homeless response initiative or special project.

2) Family and Individual Services:

--- Assists with the coordination of benefit enrollment and access to various systems of care within the Executive Office of Health and Human Services

--- Works directly with Families and Individuals experiencing homelessness, contracted shelter providers, community resource agencies, local and state government staff, and various vendors of the Commonwealth providing a variety of supports other than physical shelter (i.e.: food, transportation, translation, childcare, etc.).

3) Site Visits:

--- Conducts in-person site visits and desk reviews as needed, provides technical assistance and strategies for performance improvement, and when necessary, develops corrective action plans.

4) Investigations:

--- Investigates stakeholder complaints regarding re-housing activities and intercedes in resolution process between vendor/client.

5) Emergency Response:

--- Coordinates directly with MA emergency response teams (inclusive of the MA National Guard, elected officials & municipality leaders, local health departments, and other external and internal stakeholders).

--- Participate in statewide efforts to respond to persons displaced from natural disasters, fires, etc.

6) Training and Technical Assistance:

--- Provides training and workshops on homeless response systems of care and best practices.

--- Provides insight and assistance with the development of guidance materials and process design for the implementation of any new program or service.

PREFERRED QUALIFICATIONS:

1. Excellent oral and written communication skills.

2. Experience in program analysis, program management, program coordination, and program planning.

3. Proficiency in Microsoft Word, Excel, Access, and Microsoft Teams.

4. Ability to communicate in a manner that promotes harmonious interaction with others and motivates performance in a changing environment.

5. Knowledge of Department's Emergency Assistance program rules and regulations.

6. Knowledge of the Department's family sheltering programs.

7. Knowledge of housing and homelessness policy, with a particular focus on Housing First approaches.

8. Ability to conduct annual site visits to review facilities for compliance with health & safety codes and licensing requirements.

9. Ability to interview clients and conduct investigations.

10. Ability to be flexible to respond to changing requirements and to be available to resolve programmatic and other issues as needed.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth's website.

Qualifications:
First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
