Information and Analysis (CHIA) is to monitor the Massachusetts
health care system and to provide reliable information and
meaningful analysis for those seeking to improve health care
quality, affordability, access, and outcomes. CHIA's Health
Informatics and Reporting (HIR) unit is seeking a Senior Analyst to
support the team's growing portfolio of analytic initiatives, which
inform the Commonwealth's health policy community. The HIR team's
analytic domains cover a wide range of subject areas, including
monitoring health care expenditures, insurance coverage and costs,
service utilization, price variation, alternative payment methods,
and quality. CHIA has a hybrid work environment, -all employees are
expected to work in-person at the Center's -501 Boylston Street
office, -on at least two (2) designated days each week. -
Specifically the Analyst will:
- Apply their -knowledge of data, analytic methods, and the
health policy landscape to execute projects and generate impactful
products. Specifically, the Senior Analyst will:
- Utilize CHIA's data assets which include the state's All-Payer
Claims Database (APCD) and other data submitted to the agency to
monitor trends in insurance coverage and health care spending,
quality, and utilization (e.g., physician services, hospital care,
prescription drugs, etc.);
- Produce clear and comprehensive written analyses and data
visualizations for distribution to internal and external
audiences;
- Develop data submission specifications for new domains of
analysis that the agency seeks to undertake;
- Serve as a resource for external stakeholders that use CHIA's
data and publications for policy analysis;
- Apply effective data quality assurance protocols throughout the
course of assignments;
- Collaborate with managers to scope and track project components
to agency's deadlines;
- Supervise Analyst work products;
- Participate in stakeholder sessions, inter-agency workgroups,
and internal meetings on related projects. Qualifications:
- Strong analytic skills in order to access queries; manipulate
profile, document and analyze different datasets;
- Experience working with health care data (e.g., insurance
claims, HEDIS, AHRQ-MEPS, etc.);
- Working knowledge of the Massachusetts health care system
including familiarity with health policy and/or market
dynamics;
- The ability to manage and advance multiple assignments with
competing deadlines;
- The ability to work independently as well as collaboratively
with staff from across the agency;
- Experience supervising the work of others;
- Strong communication skills to convey complex information to
diverse audiences;
- Demonstrated proficiency in Microsoft Word, Excel, and
PowerPoint;
- Familiarity with data visualization and other business
intelligence tools like Tableau and PowerBI;
- Ability to analyze and determine the applicability of data, to
draw conclusions and make appropriate recommendations;
- Ability to assemble items of information and reports in
accordance with established procedures;
- Experience with relational databases, SQL, and/or statistical
programs (SAS, R, etc.). Minimum Entrance Requirements: Applicant
must have at least (A) four years of full-time, or equivalent
part-time professional experience in business administration,
health care planning or administration, public health policy or
administration, human services policy analyses or administration,
economics, the major duties of which included financial analysis of
costs, expenses and revenue and/or the development, implementation
and monitoring of the health care service delivery system and
pricing methods. Substitutions: I. A Bachelor's degree with a major
in health care administration, hospital administration, public
health or health services administration, accounting, business
administration, business management, public policy, public
administration, economics, or similar degree may be substituted for
a maximum of two years of the required experience.* II. A graduate
degree with a major in health care administration, hospital
administration, public health or health services administration,
accounting, business administration, business management, public
policy, public administration, economics, or a similar degree may
be substituted for a maximum of three years of the required
experience. This position will remain open until filled. The full
time salary range for this position is -$66,980.42 - $96,568.16. -
