DESCRIPTION OF DUTIES -- Cost Estimator/Cost Analyst Level I support to the Space, Aerial and Nuclear Networks Division (AFLCMC/HNA) at Hanscom AFB. HNA's primary mission acquires, fields, and sustains networks, integrated information systems, enterprise services, and applications to support the Global Information Grid (GIG) and Nuclear C3I capabilities. The Cost Estimator/Analyst shall manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. This position involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems in support of HNA's mission As a Level I Cost Estimator/Analyst, you will apply your knowledge of and skill in applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices to military weapons programs. Task include but are not limited to: Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation. Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system. Identify most appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs. Analyze all elements affecting costs for a project of limited scope. Analyze Contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule, and performance. Use of ACEIT Tool Suite to perform all program office estimates and analyzes is mandatory use for working in the C3I&N Directorate (AFLCMC/HN) for all cost analysis positions. Understanding the analytical processes, such as setting up the problem, conducting background research, collecting and data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions. Compliance with all cost estimating guidance including the appropriate DoD, Air Force, AFMC, AFLCMC, or lower level policy, publications, supplements, manuals, etc. as well as applicable documents and regulations, systems, processes, and guides, as required. BASIC QUALIFICATIONS -- A BA/BS degree, a minimum of 4 years of experience in cost estimating/analysis or 8 years directly related experience with proper certifications. Proficient in Microsoft Office Applications (Outlook, Word, Excel and PowerPoint) and additional financial management software as outline above. Have a working knowledge of relevant financial management publications and regulations to assist with identification, reporting and resolving deficiencies. US Citizenship is required. You will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (SECRET). Must have an active SECRET clearance.
